Larry Taylor currently serves as Mayor of the City of Lynchburg and as one of the three At-Large members of Lynchburg City Council. He began his council term on January 2, 2023, and was elected Mayor by his colleagues on January 3, 2025.

​

Larry's story is one of perseverance, redemption, and deep commitment to the Lynchburg community he proudly calls home. In 1988, Larry arrived in Lynchburg for what was supposed to be just

another construction job helping renovate Birchwood Apartments. At the time, he was struggling personally and financially, having lost nearly everything in his life. But Lynchburg offered something more than a paycheck: it offered a second chance. Through hard work on housing projects across the city, Larry began rebuilding not only his career but his life. Along the way, he met his wife, Ruth, and the two were married in 1993.

As Larry worked in Lynchburg’s historic neighborhoods, he earned the trust of residents who saw his integrity and work ethic firsthand. After gaining experience with a Richmond-based company, he made the decision to start his own business — a step of faith that has resulted in more than 30 years as a successful local business owner. Today, Larry and his family own and maintain multiple properties in the White Rock Hill neighborhood, investing directly in the future of the community.

Larry’s service extends far beyond his business. He played a key role in helping establish the park at the corner of Tulip Street and Buena Vista in White Rock Hill, with a vision of transforming it into a future community center. He is also deeply involved at All Nations Community Church, where he serves as a door greeter and as the Minister of Evangelism, and has spent years mentoring youth and supporting families.​​

From construction sites to City Hall, Larry Taylor’s life reflects the same values he brings to his leadership as Mayor of Lynchburg: hard work, faith, personal responsibility, and community investment.

Stephanie Reed serves on Lynchburg City Council as one of the city's three At-Large members.​​

A Virginia native, Stephanie built a diverse career in business, broadcast journalism, and ministry. She earned her Bachelor’s degree in Broadcast Journalism from the University of Arkansas and began a life shaped by service and adaptability when she married her husband, Dale, in 2001. As an Air Force spouse for 18 years, Stephanie raised their family across

the world while Dale served our nation for 25 years, retiring at the rank of Colonel. Through each move, her family remained grounded in faith, which continues to guide every part of their lives.

After Dale’s retirement and their two oldest sons enrolled in Liberty University, they felt called to make Lynchburg home. In an act of faith, they relocated to the area in 2018 before jobs were even secured, eventually settling in Lynchburg in December 2020.

 

Over the years, Stephanie has served her communities in many roles: substitute teacher, women’s ministry speaker, small business owner, and now as CEO of the Boys & Girls Club of Greater Lynchburg. Her background has given her firsthand understanding of small business, family life, and the challenges everyday citizens face.

​

Her love for Lynchburg’s people inspired her to run for City Council in 2022, where she made history as the first Republican woman elected. She served as Mayor of Lynchburg from 2023 to 2025 and currently serves as one of the three At-Large members on City Council. Her council term began January 3, 2023.​​​

​

Stephanie’s service extends beyond City Hall. In 2025, Governor Glenn Youngkin appointed her to the Virginia Board of Workforce Development, where she helps shape statewide workforce policy alongside business and community leaders. She also served on the women’s ministry leadership team at Thomas Road Baptist Church and as Vice President of the Blue Ridge Pregnancy Center Board.

At her core, Stephanie is a devoted wife and mother of four. Now an empty nester with one son still at Liberty, she treasures time with her family, enjoys hosting college students who are far from home, and continues to speak at women’s ministry events when possible. She is also a strong supporter of local veterans, regularly attending veterans’ events and visiting those honored at Monument Terrace.

Stephanie Reed’s leadership is shaped by faith and driven by a genuine love for Lynchburg and the people who call it home.

Chris Boswell is a lifelong Virginian whose record of leadership and service spans decades of commitment to Lynchburg and Central Virginia.

 

Born in Danville and raised in Southside Virginia, Chris graduated from Martinsville High School before attending Virginia Military Institute, where he earned degrees in Business and Economics. He moved to Lynchburg in 2000 and has proudly made it his home ever since.

 

​Service has always defined Chris’s leadership. From a young age, he volunteered by mentoring children with disabilities, participating in mission projects, delivering meals to those in need, and serving at soup kitchens. That lifelong commitment to giving back deepened in 2006 when he joined the board of the Boys & Girls Club of Greater Lynchburg. Twenty years later, he continues to serve, including a term as Board Chair/President, and helped lead major initiatives such as the opening of a new multi-purpose gymnasium for local youth.

 

Chris served as President of the local VMI Alumni Chapter for eight years, strengthening alumni engagement and promoting opportunities for students in surrounding high schools. His dedication to VMI and its values earned him a formal service award for his contributions.

​

In 2014, Chris helped launch Mustaches 4 Kids, bringing together community leaders to raise funds for children’s charities in the Lynchburg area. What began as a local initiative has since generated more than $4 million for nonprofits serving children in the Lynchburg area. He has also served on the board of the Downtown Lynchburg Association and was elected President, helping guide efforts to strengthen and grow the heart of the city.

​

Chris’ leadership has been recognized across the community with numerous honors, including the Mayor’s Award for Service, multiple statewide awards connected to his nonprofit leadership, and the VCIC Humanitarian Award for his sustained contributions to Lynchburg and his work supporting nonprofits and the community.

​​

Chris, his wife Megan, and their daughter Julia are proud to call the City of Lynchburg home. His commitment to family and community continues to guide his work and his desire to see Lynchburg thrive for generations to come.
